Abstract

The article presents the results of the criminological study of recidivism in the Black Sea regions of Ukraine. It is proposed that the complex criminological characteristic of recurrent crime in the Black Sea regions of Ukraine is: the analysis of quantitative and qualitative indicators of recurrent crime in Odessa, Mykolaiv and Kherson regions; identification of statistical data characteristic of the existence of recidivism in these territories; defining their similarities and differences; studying the specific characteristics of these regions of the territorial features of recurrent crime. The regional peculiarities of recidivism in Odesa, Mykolaiv and Kherson regions are revealed by analyzing its current state, dynamics, intensity and geography. The complex spatial-temporal and structural analysis of recurrent crime and types of crime committed by persons who were previously tried in the Black Sea region of Ukraine were presented. It turns out that for a recurrent crime in one region, such statistical laws and features as: uneven territorial distribution; differences in the regional structure, dynamics and intensity of recurrent crime; differentiation of indicators within one criminological group; noticeable stability of intensity and structural distribution of the share of crime among the settlements of the region; relative stability of groups of settlements in terms of criminal intensity; signifi cant differences in the rates of recurrent crime. It is noted that the crime-free space of Ukraine has a pronounced peculiarity. Firstly, it has racks of law and uneven distribution of recidivism in the territory of the country. Secondly, the southern regions of the Black Sea region are characterized by a signifi cantly higher crime rate than the western and part of the central regions. Th irdly, the intensity of recurrent crime increases from west to east, and, accordingly, decreases from east to west. In addition, out of 61604 cases of recidivism committed in Ukraine, one in ten crimes - 6404 (10.4%) committed in the Black Sea region - in Odesa, Mykolayiv or in the Kherson region. In the Black Sea region, the highest intensity of recurrent crime is characterized by Kherson - 317 crimes per 100 thousand population and Mykolaiv - 151 crimes per 100 thousand people, while the smallest - Odessa region with the intensity of recurrent crime - 53 crimes per 100 thousand people. In the structure of recurrent crime, the Black Sea region of Ukraine is dominated by crimes against property, against the life and health of the person and crimes committed in the sphere of circulation of narcotic drugs, which also differ in their own specific regionalfeatures.
