КООРДИНАЦІЯ КРИМІНОЛОГІЧНОЇ ДІЯЛЬНОСТІ СУДОВО-ЕКСПЕРТНИХ УСТАНОВ УКРАЇНИ

Abstract

The mainforms and directions of coordination of criminological activities offorensic institutions of Ukraine have been determined in the article. It has been emphasized that the departmental nature of their functioning determines certain features of coordination. Their specialization and profile leave an imprint on the forms and methods of implementing appropriate measures. Besides, the legislation of Ukraine in the field of ensuring the conduction of forensic examination, the activities of state specialized institutions of the Ministry of Health, the Ministry of Internal Affairs, the Ministry of Defense, the Security Service, the State Border Guard Service are regulated by departmental regulatory acts. Th e coordination is manifested in the specifi c features of the management mechanisms, planning, subordination, information and ability to respond to solved issues and is determined by the scientifi c and practical orientation of the departmental nature. The emphasis has been placed on the fact that the issue of coordination offorensic institutions’ activities at the general theoretical and law-enforcement level is deprived of unity in scientific, theoretical and practical points of view on its solution due to the diversity of this activity, its specifics in each particular area, as well as causal and dialectical conditionality. . It has been concluded that it is necessary to carry out a comprehensive research of organizational and managerial direction of criminological provision of expert activities due to the judicial reform and, accordingly, amendments in the basic legislation. This research should be accomplished with the involvement of a wide range of arsenal of forces and means taking into account the shortcomings of law-enforcement practice. The main forms of coordination and interaction in the field of ensuring the criminological activities offorensic institutions of Ukraine have been distinguished.
