Abstract

In an article about record the system of sources of law through the prism of existing doctrinal studies. Highlight statute as special source of law, in view of their legal nature, interdisciplinary character, etc. Underlined the lack of adequate attention in scientific writings on the theory of State and law, the difference in the interpretation of statutes in the various legal systems and families. The charters are documents of the normative and procedural nature. The obvious is the „dualism” of the content of the concept of the Statute: on the one hand as a document that belongs to the sphere of legal relations, and on the other as population socio-political and economic-commercial relations between the subjects of the local community, which reflects the characteristics of relationships inside the territorial community. Charters can be typical and individual. The Charter is a document that has a special excellent socio-legal nature, for today there is no single definition and clear the essential characteristics. Analysis of doctrinal works demonstrates that the Statute is interdisciplinary, private and public character, national and international dimensions, different legal systems in the Romano-Germanic and Anglo-Saxons legal families, etc. In the existing scientific literature the most attention to is not the theoretical study of the statutes, to clear up the place and role of charters in the system of sources of law, and especially charter territorial communities. In this case it is the local Act rulemaking, the legal framework of local democracy, which determines the object orientation of their regulatory exposure. It is important to continue thorough theoretical and applied studies of the nature of the statutes as sources of law, the specifi cs of their development and expertise, to ensure implementation.
