Abstract

The article is devoted to the study of theoretical and legal and practical issues of Ukraine’s participation in the UN International Peacekeeping Operations. It is emphasized that the relevance of the study of Ukraine’s participation in international peacekeeping operations in the UN is both in the theoretical search for new forms of regulation and in the smplementation of these forms in the practice of international relations. It was noted that Ukraine’s participation in UN peacekeeping operatios helped to resolve most of the problems that had previously existed. Conceptual basics, evolution of Ukraine’s participation in UN International Peacekeeping Operations in order to prevent and resolve international conflicts have been clarified. It is determined that Ukraine, as a UN founding country, began participating in peacekeeping operations only after independence, in 1992. It is established that the history of normative legal regulation of Ukraine’s peacekeeping activity originates from the approval by the Verkhovna Rada of Ukraine of July 3,1992 No. 2538XII “On the participation of battalions of the Armed Forces of Ukraine in the United Nations peacekeeping forces in conflict zones on the territory of the former Yugoslavia». It is emphasized that Ukraine has made a signifi cant contribution to the UN peacekeeping operations - over 20 years, about 45 thousand military personnel of the Ukrainian Armed Forces have participated in international peacekeeping and security operations. It was noted that Ukrainian contingents were involved in UN peacekeeping operations; the Joint Operation Peacekeeping Operation under a treaty mandate; NATO missions (Kosovo, Iraq, Afghanistan); the European Union Police Mission in Bosnia and Herzegovina; European Union anti-piracy operation ATALANT; NATO’s counter-terrorism Operation Active Endeavor. The role of Ukraine in multinational operations, which is not limited to peacekeeping activities solely within the United Nations, is defined, but the activity of each operation is in accordance with the provisions of the UN Charter. It is summarized that the participation of Ukraine in the UN international peacekeeping operations gives significant positive results, including strengthening of the authority of our country, creation of a favorable climate for establishing and intensifying bilateral cooperation with the respective states, acquiring military personnel of valuable professional experience, and determining development of the Armed Forces and modernization of arms and military equipment, including the use of capabilities of military and technical cooperation with armed forces of other countries. It is emphasized that today Ukraine itself needs assistance in resolving the conflict in the East of Ukraine by measures of international peacekeeping in connection with the violation of its territorial integrity by a state - a permanent member of the UN Security Council.
