Abstract

The article is devoted to the study of the institutional framework, i.e. the system of bodies and officials responsible for the placement and removal of waste. Given the functional criteria, classification of such institutions, which includes the national Government (Cabinet of Ministers, ministries), local authorities (local State administration, bodies of local self (rural township, Urban Council, Regional Council, and the executive bodies of village, Township, city councils); NGOs (environmental and etc.)
