The article highlights theprocedurefor handling complaints and denunciations to criminalprosecution authorities, the procedure for appealing the decisions of the criminal investigation bodies on refusal to issue a resolution on the initiation of criminal prosecution, including to judicial instances. Consideration by courts of complaints of refusal to initiate criminal prosecution is a very important aspect in the protection of citizens, since such refusal prevents the person whose rights are violated to effectively protect them. The relevance of the topic is conditioned by the contradictory nature of the norms of the Criminal Procedure Code of the Republic of Moldova regulating the procedure for considering complaints about the refusals of the criminal prosecution authorities to initiate criminal prosecution.
