НАПРЯМИ ВДОКОНАЛЕННЯ СТРАТЕГІЧНОГО ПЛАНУВАННЯ ЗАХИСТУ ДЕРЖАВНОГО СУВЕРЕНІТЕТУ ТА ТЕРИТОРІАЛЬНОЇ ЦІЛІСНОСТІ УКРАЇНИ

Abstract

The article examines current state of strategic planning of protecting state sovereignty and territorial integrity of Ukraine. It summarizes the need of elaboration of the national strategy on protection of state sovereignty and territorial integrity of Ukraine. The article defines courses of enhancement of protecting state sovereignty and territorial integrity of Ukraine as following: 1. Compliance with positions of the National security strategy of Ukraine, which is a main security document of strategic planning in medium-term perspective. Relevant amendments should be made to the Law of Ukraine “On the National security of Ukraine”. Positions of the national strategy on protection of state sovereignty and territorial integrity of Ukraine must comply with other security strategies of Ukraine. 2. Establishing concrete parameters of the national strategy on protection of state sovereignty and territorial integrity of Ukraine, which must encompass: authorities empowered for its elaboration and approval, period of its operation, establishing concrete requirements on mandatory systematic reporting of strategy implementation, establishing concrete means, forms and methods of its implementation etc. 3. Securing stability of the Strategy on protection of state sovereignty and territorial integrity of Ukraine along with possibility of its adaptation and correction. 4. Interacted character of the Strategy on protection of state sovereignty and territorial integrity of Ukraine encompassing all regions of Ukraine, not only regions where armed conflict takes place. Special attention should be paid to the regions of probable conflict emergence and/or reactivation. 5. Measures of the Strategy on protection of state sovereignty and territorial integrity of Ukraine must have forward-looking and proactive character. Special attention should be paid to measures aimed at restoration of territorial integrity and strengthening of state sovereignty of Ukraine. 6. Preserving balance between suppressive and preventive measures. Long-term preventive policies must prevail. 7. Taking into consideration hybridization of modern risks to the national security of Ukraine. 8. Intensive involvement of civil society and volunteer movement to implementing measures of the Strategy on protection of state sovereignty and territorial integrity of Ukraine. 9. Strengthening international cooperation in counteracting organized crime, international crimes and crimes of international character, irregular migration and other crimes violating state sovereignty and territorial integrity of Ukraine.
