ВЗАЄМОДІЯ НАЦІОНАЛЬНОЇ ПОЛІЦІЇ УКРАЇНИ ТА ГРОМАДЯНСЬКОГО СУСПІЛЬСТВА ЯК ОСНОВА ДЕРЖАВНОЇ БЕЗПЕКИ

Abstract

The article examines the legal and organizational basis of the interaction between the National Police of Ukraine and the civil society. The author reviewed a list of legal literature and revealed modern scientific understanding regarding interaction between the police and the civil society. The author also determined the best foreign practices regarding development of interaction between NGOs and police structural units and suggested the main ways of improvement of the interaction between the National Police and the civil society. They were considered as the priority directions of ensuring state security. It is possible to distinguish four main models of the police service in the world practice: “politician-observer”, “professional lawyer”, “rationalized model” and “service to the public”. The analysis of the scientific works and foreign experience proved that the best model of the National Police of Ukraine functioning and interaction with the civil society is “service to the public”. The effectiveness of the interaction between the National Police and the population influences the development of the civil society in Ukraine and increase of the level of legal awareness and legal culture of citizens. It also influences the development of the desired lawful behavior among citizens. The effectiveness of the state interaction at this level with civil society depends on the provision of the state security in general, and the fulfi llment of specifi c tasks imposed on the bodies of the National Police of Ukraine. Th e main directions of the improvement of interaction between the National Police bodies and the civil society are as follows: 1) development and adoption of the Concept of interaction between the National Police and the civil society institutions at the national and regional levels; 2) increasing the availability of the police for the public; 3) ensuring transparency in the work of the police; 4) forming a positive image of the police service and its employees; 5) enhancement of the professionalism of the police and representatives of NGOs working in the fi eld of law enforcement.
