КАДРОВАЯ ПОЛИТИКА ОТДЕЛЬНОГО КОРПУСА ЖАНДАРМОВ РОССИЙСКОЙ ИМПЕРИИ: РЕГИОНАЛЬНЫЙ АСПЕКТ

Abstract

Efficient operation of any institution in each historical epoch was dependent on the well-organized personnel policy. Provincial gendarmerie management of Russian Empire also had well-organized system. Trying to bring personnel policy into line with the new realities, the leading staff of the gendarmerie three times made a change into the personnel part of the “Regulations on Special Corps of Gendarmes” for the last 15 years of the Empire. All of them were cosmetic in nature, in essence remaining part of the feudal, estates law. However, in practice the leadership of Russian political police tried to circumvent these formal obstacles. First of all, such deviations were allowed at the regional level that was possible to accurately track by the example of Kharkiv Provincial Gendarmerie.
