ПРИНЦИПЫ «ПРЯМОЙ ДЕМОКРАТИИ»: ПУТИ РЕАЛИЗАЦИИ

Abstract

In the staging article “Principles of “direct democracy”: implementation ways” the actual problem of the possible transition from representative to “direct democracy” of a parliamentary type is considered. There are analyzed theoretical positions “fathers’” of partology and elitology - V.Pareto, G.Mosca, R.Michels and M. Ostrogorsky - on the role of political parties in the democratic process and the difficulties expected in connection with this, as well as the works of prominent social philosophers, sociologists and futurists D.Bella, E.Toffler and J.Habermas about the necessity of a radical reorganization of the principles of power on the new foundations in the era of the information society. Against the backdrop of the revealed serious shortcomings in the activity of modern political parties, the author questions the inviolability of their effective intermediary role in the implementation of social progress, both in the present and in the future. The author finds it expedient to raise the question of transferring power from political parties to institutionalized institutions of civil society - public associations and citizens’ associations. The article describes the main prerequisites for the transition from representative to “direct democracy”, as well as the expected positive changes in the society in the opinion of the author in connection with this transition.
