CHARACTERISTICS OF PABLIC SERVICE IN THE LEGISLATION OF UKRAINE

Abstract

The article deals with the legal characterization of public service in the legislation of Ukraine. A broad understanding of public service is associated with an emphasis on management activities that have a specific consumer, they are commissioned, including the definition of quality and other characteristics, and this is controlled by the consumer. In this case, there is an opportunity to talk about the effectiveness of public authority activities, prioritization. The provision of public services in any case is aimed at meeting the various social needs, which means: the need for regulation of public relations, management of the branches of state and public utilities; different needs of citizens, which are met at the expense of budgets of different levels; the needs of citizens who are satisfied at their own expense, but with the organizational assistance of public authorities; needs of business entities in connection with the organization of their economic and social activities in the respective territory. The article explores scientific approaches to the understanding of public services, as well as the legislative definitions of public service in the legal acts of Ukraine.
