Abstract

The article analyzes various approaches to determining the category of «elections», based on the existing scientific works of scientists constitutionalists, representatives of other branches of national science. On the basis of socio-philosophical content, choices are part of personal freedom. It is reflected inthe definition and the right to elect and be elected to public authorities and bodies of local Self-Government, realisattion of which ensures the implementation of national sovereignty, the constituent power in Ukraine, fundamental constitutional rights and freedoms of man and citizen, the legitimation of public authorities in general. The evolutionary development of the national electoral legislation certifies the search for the optimal model of the electoral system in Ukraine actually since the proclamation of independence, and their thorough comprehensive study allows to reveal the multifaceted nature of the elections. We are talking about peculiarities of understanding the elections by subjects, form, essence, content, etc, as well as dynamics and progressive development in the interpretation of this category, identified the definition of elections in broad and a narrow meanings. Underlined the need for further improvement of its constitutional and municipal-legal regulation, ensuring the implementation of international legal standards in this sphere.
