Abstract

The article is devoted to the study of the analysis of State legislative settlement rights to the public service by the example of Ukraine and a number of other States. Underlined that not all States at the constitutional level is carried out regulation of such rights, adopted special laws on the civil service, municipal service, etc. In terms of modern reforms, in particular in the sphere of decentralisation, it is important to study the positive foreign experience of other countries in relation to the regulation and realization of the rights of citizens in the public service, guarantees their protection, as well as improving the regulatory and institutional tools to ensure this right.
