Education is a powerful tool by which economically and socially marginalized adults and children can lift themselves out of poverty and participate fully as citizens. Education is a fundamental human right and essential for the exercise of all other human rights. It promotes individual freedom and empowerment and yields important development benefits. Legal relations in education are regulated by international acts: the Universal Declaration of Human Rights, the United Nations Charter, the European Convention for the Protection of Human Rights and Fundamental Freedoms, the European Social Charter, the UN Convention on the Rights of the Child, the Framework Convention for the Protection of National Minorities, the UNESCO Convention against discrimination in education, the UN Convention on the Rights of Persons with Disabilities, International Convention on the Elimination of all forms of racial discrimination, the UN Convention on the Elimination of All Forms of Discrimination against Women, the Bologna Declaration, other international treaties.
