ПОВНОВАЖЕННЯ ЦЕНТРАЛЬНИХ ОРГАНІВ ВЛАДИ У СФЕРІ ФІЗИЧНОЇ КУЛЬТУРИ І СПОРТУ В УКРАЇНІ

Abstract

The article analyzes the powers of the public authorities of Ukraine in the sphere of physical culture and sports. The main attention is paid to the central authorities, first of all, to the President of Ukraine, the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, the Ministry of Youth and Sport of Ukraine, and others. The good news is that the law of Ukraine on physical culture and sport 1993 provided a considerable amount of authority in the sphere of physical culture and sport, and their distribution between the central body of the Executive power, which ensures the formation of State policy in the sphere of physical culture and sports; the central body of the Executive power, which implements the State policy in the sphere of physical culture and sports, with assistance under other bodies of State power and bodies of local self-government. Th e tasks of his Ministry is to ensure the development and implementation of State policy in the youth fi eld, the areas of physical culture and sports, the national-patriotic education, participating in formation and implementation within the limits of the powers provided by law, the State policy in the fi eld of voluntary activities. Study foreign experience of power, the office of physical culture and sports movement demonstrates that in most countries the responsibility for the development of physical culture and sport are State organs. The necessity of their revision was emphasized in view of the development of the relevant social relations, as well as the inadequate level of the effectiveness of the relevant state regulation of the sphere of physical culture and sports, the need to implement existing international legal standards in the national legislation, the creation of effective conditions for the realization of opportunities for active physical education and sports, ensuring the health of man and nation.
